Located on a coastal headland just south of Tillamook Bay, about 8 miles west of Tillamook and adjacent to Cape Meares State Park. The refuge is home to common murres, tufted puffins, and pelagic cormorants, which nest on the cliff faces. Band-tailed pigeons and black-tailed deer use the timbered portion of the refuge.
