The small community of Spray is located in Wheeler County, and lies southeast of Fossil in eastern Oregon along Highway 19 and the John Day River. Spray was named for a prominent stockman, John Fremont Spray, who settled here in 1900. His wife filed the town plat that same year, on May 19. Not until February of 1958 did the town officially become incorporated. The town of Kimberly is situated just southeast of Spray near the southern borders of Umatilla National Forest.
